DESIGN & ENGINEERING

Over 35 years of experience in Premier Power Sector organisation like Central Electricity Authority, Steage Energy Services (India) and WAPCOS, in design and Engineering of Power Plant and planning of Power Sector for the country. The experience in Power Sector is not limited to design and engineering but is also enriched with operation and maintenance of 834MW gas based Power Plant of NTPC and carrying out construction activities for renovation and modernisation of Hwange Thermal Power Station(920MW) in Zimbabwe. Renovation & Modernisation &R&M) of various units of 110 MW and 210MW was carried out and the feasibility studies for the R&M activities and cost estimates for the same were prepared. Extensive experience in detailed engineering of over 20 Power plants including green field plants of large capacity and small capacity .Carry out basic design concept study of the project and prepare basic design philopy in the form of Design Memoranda and plant layout for various such systems in the Power Plant and preparation of detailed specification of the various systems. Detailed design and Engineering for the project and vetting of the vendor drawing for approval. Scruting and evaluation of the Technical and financial offers for the Power Plant. Project co-ordination and contract management Project Monitoring. I was also involved in preparation of feasibility reports for various power station and also appraisal of the power station for examining the techno economic feasibility of the proposals. Over six years experience in Power sector planning for the country and carried out generation planning for the XI five year plan. Prepared electric load forecast known as the 17th Electric power survey for long term demand ranging from 5 years to 15 years. Prepared first ever co2 data base line for the India Power sector which was first in the world. Leadership role for improving the efficiency of the India Power Sector through mapping of over 50 various generating unit and creating enabling infrastructure and efficiency group in various Power Stations.

  • Design and Engineering of (2X800 MW) supercritical Yermarus TPP of KPCL
  • Design and Engineering of (3X210 MW , 2X500 MW) Anpara A and B power Plants
  • Design and Engineering of 6X30MW Kathalguri Gas Based Power plant.
  • Design and Engineering of Godavari Lift irrigation mega scheme incorporating vary large pumps of 7 cusec (25200 cubic meter per hour) at 5 different pumping station covering a distance of over 200km.
  • Design and engineering of Kota Lift irrigation scheme for feeding the canal.
  • Preparation of Rural Electrification Scheme with End use infrastructure for entire Zimbabwe covering large irrigation schemes, medium and small  farm irrigation having over 6000 pumps.

Worked as Members of Expert Committee on Environment for clearance of various aspects of Power sector like energy efficiency. Power demand Projects, new technologies in various International and national level seminars.

 
OPERATION & MAINTENANCE

More than 38 years’ professional experience in planning, design,Erection, Operation and Maintenance of Thermal Power Projects and Power Systems for evacuation of power. Fuel Supply agreement, Power Purchase agreement. Coordination of Southern African Power Fuel for Zimbabwe. Standardisation of 200 MW Thermal Units, Commission of first set of 200 MW unit in India Station Manager/ Head of 920 MW Thermal Power Station in Zimbabwe. Feasibility studies and Bankable Detailed Project Report including Tender Documents on EPC basis for Expansion of Hwange Thermal Power Station in Zimbabwe (2x300 MW). Bankable Project Report and Execution of Hydro Projects. Bankable Project Report and Execution of Transmission and Distribution System. Bankable Project Report and Implementation of Integrated Rural Electrification Project in Africa combined with end use infrastructure e.g. pumps irrigation and agriculture development. Team Leader for Owners Agreement to supervise the construction of Thermal Power Station in Zimbabwe and peat power project in Pwanda.

PROJECT PLANNING & POLICY

40 Years of Professional Experience in the various fields of Power Sector Administration & Management,  Electricity Regulation, Generation, Transmission & Distribution, Design & Engineering of Thermal & Hydro Power Stations, Energy Efficiency, Grid Operation, Training, Human Resource  Management, Electricity Policy & Plans and CEA Regulations, Techno-Economics, optimization studies etc.  15 Years at very senior level in CERC, Ministry of Power, CEA in the rank of Secretary and Addl. Secretary to Govt. of India including 5 years at Chief Engineer equivalent to Joint Secretary in the Govt.  4 years Dealing mainly with Tariff regulations of bulk supply from Central Govt. owned/ interstate generation and transmission companies, Interstate transmission and Grid Code, Market Development for short term electricity, licensing, adjudicating and advice to Govt., balancing consumer interest and investment promotion, Electricity Market oversight and dealing with Grid security, improving availability and efficiency of generating stations & Management of Power Sector. 6 years CEA Management. 3 Years (Management and Administration) Head of Bureau of Energy Efficiency (BEE). 5 years, Member of Eastern Regional Electricity Board and was responsible for the coordinated grid operation to maintain the quality of electricity in the Eastern Region of the Country in the year 1997-98 and dealt with Optimization of Generation and transmission capacities, inter-state and inter-regional exchange of energy, generation scheduling and accounting etc. The Working Group on National Action Plan for Climate Change under the National Mission of Enhanced Energy Efficiency,' Task Force of formulation of the action plan for development of energy sector in the North Eastern Region, Expert Committee appointed by MNRE to study the geo-thermal based power generating potential in the Puga geo-thermal fields of Ladakh, J&K, Working Group of research and development of energy sector for 11th plan, were set up under his chairmanship. He played a lead role in 50,000MW of hydro power initiative announced by Hon'ble Prime Minister. Credit of Publication of CO2 Baseline data in the Indian power sector first time in the World goes to him.  Mapping of thermal power stations in the country for optimizing the efficiency of operation were spearheaded by him. He has travelled extensively overseas making professional/official visits to USA, Canada, Europe,   UK, Poland, Belgium, Germany, USSR, Asia Vietnam, Africa Kenya, Guyana and Nigeria. To his credit he has more than 50 technical papers published and presented in the national and international forums. He has also been on Governing Council/Board of Directors of various institutions like CPRI, NPTI, CWet, DVC etc. Received Life Time Achievement Award from CBIP and from Rajiv Gandhi Technical University, Bhopal.
PROJECT MAINTENANCE

38 years of experience in field of skill department, training of operation and maintenance personnel, organisation simulation training, training of Senior Management personnel and organised all training programmes as specialist trainer in Zimbabwe. Mechanical Engineer and trained in CEGB UK and South Korea. Group leader and adviser to General Manager for providing operation and maintenance support for HWANGE Power Station, Zimbabwe. Preparation and exestuation of station business plan, strategic plan, skill upgrade plan, performance plan for short term, medium term and long term with key indicator for all management employee. Implementation of Maintenance Management System (MMS) Procurement system (IPMS) Operation procedure and guide lines Condition Monitoring, Risk and safety analysis, Assistance in preparing of technical specifications of various equipments in large Thermal Power Station Updating of O&M manual in Thermal Power Station, arranged onsite and offsite training of Post Graduate engineers at induction level Worked as Chief General Manager of a large Thermal Power Station at MSEB.
